Problem with Wererats and in fact lycanthropes of any kind is most of them were exterminated by the Silver Flame on Khorvaire or the Inspired on Sarlona, there may be some kicking around in Xen'Drik but considering the Silver Flame's running around there as well the Lycanthropes are probably wise enough to keep their heads down and not bring the attention of the Vicious Evil Lycancidal Flamites down on their heads.Shifters could be fun though.
The funny thing is that everyone points to this bit of trivia but forgets the part where its said that the inquisition occurred at a time of great infestation and stopped eventually, it didn't go all over the other continents of Eberron, and it didn't truly wiped out lycanthropes from Khorvaire either, and even then there are several hard to get to regions there that many lycans could have sought refuge on.
Lycanthropes are as rare as, rare types of monsters, this doesnt mean you can't fight them, and in fact, it would be very likely that lycanthropes would have tried to escape from khorvaire and ended up in Xendrik, in fact Xendrik can have its own lycans in unexplored regions who never even saw a silver flame fellow.
Point is, while there was an inquisition, it wasn't a complete extermination and it stopped at some point. And its interesting that one of the Eberron specific Prestige class (especially appropriate for druids) is the Weretouched Master, so even players can look like lycanthropes if they wish.
The wraiths/spectres/ghosts can also get some variety, haven't seen endgame but so far all incorporeal looked the same to me.
There's plenty of sourcebooks for these undead!
