Since the ship is close to shore and the dragon lives on the Island, maybe when the dragon made a swopping attack the force of the impact thew the anchor to land?
Assuming the ship wasn't anchored when it was attacked, and also assuming that the boat didn't disintegrate into tiny pieces when subjected to frosty dragon breath, claw and/or bite, then further assuming that whatever piece of boat to which the anchor was attached had sufficient volume to displace more water than the combined weight of the anchor and ship shrapnel, said broken boat bits and attached anchor could have conceivably floated to shore and broken enough on impact to have deposited the anchor on the beach.
(I almost made my answer one sentence with no parenthetical remarks... we couldn't have that now, could we.)

What Turbine hasn't made public is their experiments with gnomes. We don't get any gnomes because they keep turning into tinker gnomes, which puts them in the wrong realm for DDO's license.
That is obviously the "Improved, Easy to Retrieve Anchor". It floats so you don't have to work so hard to winch it up from the local seabed.
I think you are all missing the point on the anchor. It didn't "wash up" on shore. The ship had anchored originally to the shore. They forgot to remove it when they left, and thus why they were so easily destroyed. The lesson learned is never forget to unanchor before you depart.

He also included the part on the beach, where you're waiting for 10 seconds or so for everything to load, so you're looking around wondering why you can't move.
I really wish they would fix that, the stutter is caused by the /who tab filling up with the thousands of player names that are online. I always type "/who asdf" when my game is loading up to prevent it.
But I agree, I thought it was a nice little review, and I'm surprised at how many views it received in the past 2 days.
