The Coin Lords have paid The Twelve considerable platinum to make it so. Why? Well, you will have to ask a Coin Lord, I sure don't know.
Obviously its because the Portable Hole is actually located in a pocket dimension right above the Marketplace and it disturbs the ley lines so when you fail your teleport your pulled by the disturbances in the ley lines to rematterialize in this planar location. Seriously, study your grimoires under the chapter Magic with Magnets, its all there.

Because dropping you from the sky BELOW The Marketplace would make no sense.

Failed Teleports dropping people above the marketplace was a magical condition negotiated by the Marketplace Trade Union.
Coin Lord's have been seen using extra-dimensional pockets to warp the space time continuum. More at 11pm last night.
It's a strange quirk left over from the old days of DDO when being teleported to a great height over the marketplace was used as a punishment. That particular location was chosen because "The Marketplace" is an anagram of "Hacker Template".
Why does a failed teleport drop you from the sky above The Marketplace?:
Agrimor the Summoner, seller of Arcane Reagents in the center of The Marketplace. Have you ever noticed all of the crates behind him? They're full of gum arabic. And then there is that bone breaking pestle and mortar he keeps in the one barrel.
I'm telling you true: He paid some high level friends in The Twelve to cast some kind of dimensional catch-net: it catches any errant teleports and pulls them to the sky high above The Marketplace. The resultant shattered corpses are a ready made cornicopia of sellable spell components; from the broken bones he grinds for bone bits to the eye lashes he encases in gum arabic and who knows what else! Why, even if the victim doesn't die upon the sudden stop at the bottom of their fall there is often time enough as they recover their wits for Agrimor to yank a stray eyelash or two providing free merchandise to feed is business!

Well it is simple due to the destruction of the market tent a scar was made unseen that allows the residual magic to bleed out at that spot so when enough magic has pushed to scar open it pulls a person in before shrinking again.
It was an implemented location meant for Feather Fall item testing that did not make the final cut. Can't waste the Twelve's spell Dev time after all!
The wizard who created the teleport spell used to live in his house, above the market place. so he made it that if it fails, he goes back home. but then, he created greater teleport, and teleported his house with him.
It is really an attempt to teleport to the Vault of Night, but that part of the security system is still working, so you fall into the marketplace instead.

Just to annoy you... and it's about as close as you can get to Eveningstar with the teleport spell...
Because it was simpler to code then a random destination and has the same desired effect
