Are the Sorc trees supposed to allow players to gain the Efficient Metamagics without the corresponding feats, or is this a bug?

The Efficient Metamagic enhancements make using the corresponding metamagic feat cheaper to use, they do not grant the feat itself.

Correct, but for other trees, the feats are needed in order to spend points in those enhancements; this is not the case for the savant trees as far as I can tell.

This happens with some classes, not only with sorcerer. I think it's a bug, but not one that will benefit or harm the player numerically. I find it useful to not have to put filler APs in the tree and then spend platinum resetting.
