Tie a permanent cosmetic system (how about effects that circle your head?) to a system like lanterns. Make it only earn a certain amount of durability per every level, requiring some use per every level, but not every life.

Housing in large shared neighborhoods would provide a social MMO aspect lacking in DDO. Neighborhoods are also a great place for events.
Plus, some players will never own a home IRL these days so..
