And to the OP of this topic, the idea sounds cool at first but unless Gygax said in his will that was okay to do it is not a cool thing to create.

This is a good point, but for me the favor to gain ddo points never really mattered since you need a lot of grinding to afford anything worthwhile. I could see with the summer sales though, this being a good opportunity for anyone f2p getting new adventure packs.
I like the idea for adding some additional reward to the monster manual for completing things. I would take the extra time to get optionals each life.
Another idea can be accruing an xp bonus for time logged off while in a tavern or guild airship. I have seen this on other MMOs.
A lot of players feel the need to zerg to finish quests due to the increased past life xp requirement and desire to get completionists. Maybe consider taking away the increased xp need for leveling up in heroics.
Does your data show the same trend for heroics and epics? Or is there more a rush...
I do appreciate the devs speaking up and adding in their reasoning for the changes, but bottom line this just looks bad. I would also reconsider spending any sort of real life money further on the game if the answer to lag and undesired behavior from players is punitive in nature.

It worked for me before on my dark hunter. As far as I know, there isn't a cap on PRR. But when used I did see a boost in PRR, not amazing but it was there. I will check and see if that changed on my DH and post here if so, in case it is a new bug. But it SHOULD work.

The more I am reading this whole thread, the less I am understanding of what you want from the game overall. Better quest design? Nerf anything with a spell bar? Have everyone pay money so you can play for free? Not really sure anymore. Otherwise, your observations and ideas could potentially...
If this is another idea to increase people paying, wrong angle. Players will spend money if they want or not. If the game is more broken the cash flow just goes elsewhere.
Nice combo for a build. Also as you level up you can reset enhancements to change your epic playstyle too. I have done this plenty of times, and found lots of fun ways on what works (and does not work) for a character. Plus, some of those epic destiny can take care of the magical training feat...
