A very custom setup on that guy in one of the three places he appears interacted with a general fix to make monsters who are in "you can attack me" entrance states display the red crosses hairs. Fix will be coming in patch.

Currently this is bugged. While mobs in Level 35+ quests are suppose to get a fortification bump, the values are way to high currently in normal and hard difficulty. This will be corrected in patch. -T
