My vote would be cloak. That way it gets away from the confusion of twf, sword and board or two handed fighting.

The short sword Finality has legendary Negation which is removed when you put Legendary Dust on it. However it seems to to apply a Legendary Vacuum on a hit with no duration in the examine window under de-buff and stays until creature is dead.
