This is why Neverwinter Nights has servers for role playing. It was made with that in mind. DDO isn't really ideal for this let alone enforcing it on 1 of 3 or 4 servers. A guild could do it if they wanted to though.
If it were as simple as a hardware upgrade to the existing servers, they would have done that. It's typically better to move on to more current technology than to upgrade obsolete computers.

My guess would be they were programmed to be auto-given when a character logged in within a certain time frame, and they didn't log in until that time ended.
