Fair enough! I figured Dwarf was part of the theme, since Dragonborn would work better stats-wise (bonus to CHA rather than penalty, extra breath DCs in the tree)

I do find that 20 - 30 is very limited for quests, even if you have all the content unlocked. 1-20 you can run almost entirely in new(ish) content, but 20 - 30 is mostly the stuff around Evenstar and Epic versions of the really old House quests. There are only three quests at level 28.

You don't mention what difficulty you're running quests on; if you're doing Normal difficulty then you can go up to Hard - this will increase the level of the quest by one and isn't actually much harder. Elite adds two levels but is considerably more difficult than Hard.

I would love to see a dedicated EU server, but I don't know if the population is there to support it. LOTRO has EU servers but AFAIK, the EU playerbase is much bigger for LOTRO than DDO.

Under the 'Buy Now' button for the Collector's or Ultimate bundle should be upgrade prices. When I clicked on buy, it gave me the appropriate upgrade price based on what I already own.
Every expansion since Saltmarsh has an upgrade option (and the upgrades are also discounted). I may be wrong, but AFAIK the earlier expansions (Feywild, Sharn, Ravenloft, etc.) just weren't developed in a way that supports the upgrade system. They also don't have bundle redemption NPCs in game...
There seems to be a timer on the spawns that only resets when you complete a quest, unfortunately. You could fight them in the wilderness and then do a quest to reset the timer if you want to avoid the risk of them spawning during a tough fight, but that's going to be slower than going through...
I've had a similar experience - running quests normally gets me a spawn almost every time. An average of 3.5 minutes really isn't that long to spend in a quest unless it's really short and/or you're blitzing your way through it.
As PersonMan says, the spawn timer starts 10 kills into a quest and is a maximum of 6 minutes, as long as you have completed a quest since your last spawn. I assume this is to prevent farming lantern XP by waiting for a spawn then abandoning the quest (particularly for the skull / skull reaper...
From my personal experience, random chests typically have a ransack timer of something ridiculous like 81 years. I assume this is because the data for a chest always has a field for that information, and it just has a nonsense number by default.
I don't expect any of the data for random chests...
Most of the melee destinies have +1[W] available as a mantle upgrade, although at least for LD the effect shows with the name of the enhancement (Combat Brute).
The 20% code didn't work for me... it redeemed but I got no option to select an item to use it on and now it says it's been used? The 30% one worked fine.
