What is Tempest gaining? I don't see anything on it. If anything, the buffs to cleaves devalue the one thing tempest offers, AOE. Also the cleave hitbox on TWF is awful, making them not worth using.

This is not true, there exist attacks that don't use the standard animation that are affected by living shadow. For example sunder and rapid slash (twf). I haven't tested if the bite works with living shadow but since the ability requires a target i'm 99% sure it doesn't.
