Are the transfers off ghost worlds still free? The guidance seems murky.

This is annoying; I tried to transfer off before the server shutdown on the 2nd but the transfers were already closed. What's the point of leaving the worlds open for longer than you can transfer off of them? Now most of my toons are locked out.
