Well, you can sorta put it on a hotbar. If you go to Options > Key Mapping > search for "use rune arm" you can change the key map to another key/combo. Then you can set a shortcut bar/slot to be that key/combo. For example, if you set it as one of 0-9 then when you press that it will execute.

In the DDO Store, click on the drop-down with your account name. Select 'Account'. It should load up on the 'General' tab. There is a checkbox for [] Disable confirmation. Unchecking that should reset to showing confirmation.

There are non-named items that cannot be dissolved, yes. I think they are "older" items or some other rng factor makes it so, though those are relatively few. Also, there are many older Named items that cannot be fed to sentients (korthos and storm horns comes to mind).

Does a 14 Wis work? Maybe Sacred Fist spells are keyed "paladin” and require Wis 10+spell level. Given the class is Cha based it should be Cha 10+spell level, and sounds like a bug.
