Grouping speeds up quest even if you can theoretically solo them. Players who want to explore can also play on a lower difficulty. I don't think either side has a unique right to by default enforce their playstyle on others in pugs.

It seems named items in older quest level 5 and below are not eligible to spawn with reaper effects, even if the quest is run in reaper, the chest is able to be rerolled, and the quest is run at epic difficulty.
