This! I find Stormhorns nice and relaxing, and an easy way to get through 19. The quests are quick, easy and give good xp, and the wilderness area is fun. Yeah, there are probably quicker ways - but I am way past speed running to 20 by now.

Fortunately there are enough lvl 5 quests to never, ever need to run House P chain again, and lvl 20 flits by so fast I have never run any except The Snitch in epic levels. I detest these quests utterly, and Partycrashers was always the worst (but not quite as bad as Tomb of the Tormented).

It is great for doing racial (or Heroic) PLs. You can splash 6 levels of AotS and get full blasting dice. Ignore the AotS enhancement tree and just build as normal in TS & SE. Do whatever you want with the other 14 levels.
