A good compromise might be to make hearts/tokens much easier to acquire, or at least varied, and add special hearts in the store that speed up leveling for that life (start at a higher level, or some experience bonus until you tr again). That might seem a little much but it's tamer than Otto's...

A lot of classes have epic feats that improve something and requires 12 of that class. How about an epic feat for clerics that grants a second domain? A simple solution that follows the precedent set by other classes.

How about keeping it at up to 5 missiles but increase the force power scaling based on caster level? It will feel the same but the damage will scale as you level.

If the servers can handle the procs now, than a common system in games is to have each extra proc do slightly less damage. Tweaking the level of diminishing returns would be a good lever for balancing it and make the multi-hitting, but otherwise weak spells, get more value.

Instead of more spell points from spell theft in the capstone, how about a chance to reset the cooldowns on your SLA's

The way I read it you can only claim the winter lutes on a fresh new character but as long as you have them you can tr freely. Vow of Glory just makes it so you have to use newly dropped gear. It shouldn't have any bearing on TRs or Iconics.

Power Attack could really use a buff to make it more competitive. I'd exchange it from flat damage for up to .25 additional stat bonus to damage in exchange for the to-hit. Than have the relevant enhancements add .05 for each extra to-hit penalty.

It's pretty common for games to let you crunch several of a smaller item into a bigger one. Having a crafting altar that lets you trade 3 augments of the same level for one of the next tier up would help with this.

That could be easy to fix by having evasion grant half your reflex save to your mrr/cap and improved evasion grant your full reflex save. If balance is an issue than tie it to the GMoF mantle, that would give it some practical use.

The inherent AoE of strikethrough is redundant do the the large of amount of cleaves in the game and is completely useless against a single target. The Sword of Shadows has an amazing crit range/multi but it's not an endgame weapon. There is no legendary version that might make it viable so...

Make Radiant Flourish in Warpriest/Warsoul a cleave (sharing a cooldown with the Cleave feat). Divine Vessel is already a Great Cleave alternative, so it make sense to give them a Cleave alternative as well. Edit: The ranged version should also be an AoE attack.

I'd like to see them get rid of the charges and just have them be SLAs. Maybe even tie it into a Dragonmark Heir universal enhancement tree that expands on the spell selection.

A good minor tweak might be to add 1 caster level & max caster level in the caster epic destiny cores (non-stacking with other caster cores). Try that and add other adjustments as needed.
