2 fighter or even 4 fighter with Paladin gets you a LOT of feats. Also, 1 fighter, 3 Arty and 16 anything can go Inquis if you want to cheese your lives. 2 fighter, 18 bard for warchanter. Really anything can work with 2 fighter levels. Certainly anything melee. I like the bear druid idea above.

Its rare and you cant change how rare it is or how often you can try to farm it. The most you can do is have a bunch of toons and try to farm on all of them.

I had something similar where I wasnt getting my extra point for Mobility. I think the next time I logged in it worked.
