The jump for exceptional stat might be a bit much for just a few levels however I agree with pretty much most else. The DC's should definitely be +3 unless they want to restrict others to sun and moon in which there should be +3 sacred in there as well.

Just have it like an upgrade like you are able to do with the nebula fragments but not quite so rare. You then have a choice if you want to upgrade it.
