From some testing I've performed today, it looks like you need to find the Perfumed Letter straight away, before interacting with the Grimoire at all. (Certainly this sufficed to trigger the optional for me.)
You'd be better off posting this in the Suggestions forum - this subforum is dedicated to the DDO Wiki, not DDO itself, and gets very little dev attention as a result.
If this is the encounter I'm thinking of, the issue is not that the chest cannot be picked - it is the chest of a Drider rare encounter that can spawn there, but currently it's always spawning even if the Drider does not appear.
To clarify a little on the above post, Potency (and its Insightful and Quality equivalents) provide a bonus to all spell powers. This bonus is always lower than a bonus to specific spell powers at an equivalent level, and won't stack with that bonus (your +146 to Positive and Force spell power...
Hmm. Interesting point, this - I would personally have held off on making the edits before discussing, but there's certainly merit in your approach. Maybe we need to overhaul the template for Named Armor to account for the mismatch.

How... how has this item now mistakenly been reported as being added to loot tables twice when it should have been there when the pack released a month ago?
Leaving items out of loot tables by mistake isn't exactly a new thing, but there comes a point at which this becomes genuinely worrying.
Hit a weird bug with this one on preview 2: if you claim the quest but then walk away from the NPC (or leave the quest before completion), trying to interact with them again to re-enter will result in them trying to send you to Order in the Court! until you reset Thrall of Duty in the quest...
Modern Polybius Cipher encoders usually skip the letter J, as the original English language version of the cipher combined both in the same box (as a constraint of needing to fit a 26-letter alphabet into a 5x5 box) and it quickly became common practice to replace instances of the letter J in a...
Couldn't make the stream because of time zone issues (it started 2am my time), but I'm glad my original post was useful to you! (As regards the first cipher, I initially wrote the letters down the grid rather than along it, so my grid was flipped 90 degrees compared to yours - this is why I...
I will comment on this one that it's a very... linear quest. Unless I've missed something there's absolutely no optional objectives here at all, which isn't necessarily a problem, just surprising after so many years of every quest having at least one optional.
I reported this content bug a while ago but it seems to have slipped through the cracks: in the quest Law and Order, one of the two optional fights (against a Fire Reaver in the Archon fortress) has, since launch, been blocked off by an impassable wall of fire - a wall that I believe is either...

Agreed - if the output of the Polybius cipher was meant to be a plaintext message, any grid should generate a message which would be solvable as a simple substitution cipher, but I'm not getting anywhere with the current string. I'll try some more stuff out.
