32 Point Build unlocked by Favour

Just wondering if unlocking the 32 point build functionality via earning Favour is still a thing?
On DDOWiki it says that 1750 Favour on a character will enable 32 point builds on that server (and only that server).
However my main has over 2000 Favour and I still can't create a 32 point character.
Am I missing something, is there someone you have to talk to in order to unlock the feature, or is it just not available anymore?
I am VIP member and I tried with all races.

Go visit Nyx in the harbor and keep talking to them over and over again until they eventually give you your +2 stat tome (that's the same favor reward tier as the 32 point unlock).

I did this for the first time about an hour ago and this is exactly how it worked.
