Decent training wheels for a new player/1st life melee character.
Doesn't help much when a reaper/champ hits you for 1000.
I'm currently using this: https://ddowiki.com/page/Item:Cloak_of_the_Mimic_(level_16) for lvls (16-20/21)
which gives me 10/Lawful and I mainly play R1-R3 heroic quests
I do not know how and why, but when I look in the combat I see that it actually reduces 36 damage per hit.
Which is very very welcome at my levels.
I will try to get a screenshot. Now if the 15/- translates to 54 dr then it is even better! Practically for levels from 11 until 20 being an absolute Tank.
I do have decent PRR (~100) but that should be a separate reduction if I understand well
PRR ~= Absorption
DR ~= Resistance

Necropolis (levels 5/8/11):
Ghostbane bow from the first tier of scarabs
Ghost Touch bow from the third tier of scarabs
Not worth it - Ethereal Ingot weapons from Borderlands are much easier to obtain, have a lower ML and don't require running Tomb of the Tormented.

Wheloon (level 15-17/26-27) and storm horns (level 15-19/25-27):
An almost full gearset of core stats which are not optimal but definitely help ease into the next tiers of content.
These are not only obsolete, but also don't play well with the current gear tetris. Ravenloft into Sharn gear will take you to 20, and while you're not guaranteed a full set on the first run through, you'll get a few, more if you're in a group and ask people to pass.

Red Fens (level 9/21):
2-piece sets with guaranteed appearances on third clear (even a quick casual dash) - these are *extremely* powerful. I am especially fond of the Mire set for striding/featherfall/water breathing/pierce resist, but there are sets for most builds.
The Mire set especially is not very useful because of how may random gen Speed items you get in loot tables these days. The rest of the set is a relic from the days when FF and UA items were actually rare, so you'd be willing to give up 2 slots to get these effects. These days, not so much.

Also should add the Borderlands mounts, not too hard to get and useful throughout the game.

Shadowfail items are very accessible - you get to choose from all 3 in the end reward, after every quest run on any difficulty (except maybe casual -never tried that). They can be useful to cover some glaring flaws in a new player's gear. Until they manage to get some "real" loot.

One thing I'll add here is that since the heroic set items are end-quest rewards, it does not matter what difficulty you run and you don't have to worry about chest ransack. So you can just speed-run everything on Normal until you fill out your gear-set checklist. If I'm starting on a new server, Red Fens' are usually one of the first gear sets I farm, simply because of how quickly you can acquire them vs named gear from other quests.

Ethereal ring from Saltmarch. Ghost touch from level 3 independent of weapon choice.

Ring of Power from Slavelords with a 30% striding augment to get haste-light from level 8.

I would like to at add the following:
Some of the Keep of the borderlands ML1 named loot:
The shield (if u need a shield), the umd gloves, the casting rings, the trapping equipment (especially if u didn't took the trapping set of Korthos)
All these items you can easily get and even with a mythic bonus on them. The feather cloak etc...

Phiarlan carnival ML4 items, it has good drop rates and the end of chain always gives some named. Maybe not top but a few are very good. Utility vest for example for a trapper.

For second life+ toon I believe that the FR vendor sets given with commendations might be a good option. The commendations can be swapped to the kind you need, the items are not bad if you don't have something epic.

Also at fr you can get some weapons that don't really do much but can get you started. In general there are some rewards in fr that worth mentioning for first/second lifers.

I'm not mentioning challenges, as you need to grind. I still haven't earned anything from cannith challenges for example...

The 3bc set if ml 5 and easy to get. Not a great set but still offers some quality of life for ml 5-8.

Heroic Slavers on elite, should produce 1 partially completed item per run if you are not unlucky. Great if you need to cover a hole with a stat at ML8. Certainly better than getting cannith crafting at such a high level to get it done.

Mys. Rems can get you some stuff. Not cheap but something will be gathered every life.

End rewards of tangleroot are guaranteed. Don't know if there is anything of value there.

Thankyou for the list, Some of those chains, Is what i run as i love the chance of getting something valuable in the end reward list. Rather than just Vendor junk.

Can you please clarify what the FR vendor is

I often get a cormyrian weapon from there if I don't have something at level 16,20,24.
It's nothing special just a good random weapon.
Also there are 5 I think other vendors that sell some sets with commendations. It is the villager, wizards, clerics, knights and druids I think.
You can get some decent epic starting equipment. The only problem is that if you are a first lifer won't have the commendations and if you are a multi-lifer the items are nothing wow. But for few life's, especially for someone that changes play style it is a good option.
I had got the druid stuff at my second life and it served me well! At least that is what I remember.
For our PD style, that could be a cool option at second/third life. Yeah, I know, I'm too optimistic 🤣

REMINDER: The runs you do for a guaranteed Ioun stone can be done on Casual. I typically do a R1-4 run then do 2 more on elite then casual or 2 casual runs.

The Heroic Mire set is not that great, but surprisingly the Epic and Legendary versions are quite good, if you're not pushing through to a 34 gearset, it's worth taking a look for level 20 or 30.

Legendary mire 2 piece gives:
16% Force Absorb
All saves +11
Protection +11
Legendary Stone Guard
Feather Falling
Quality Con +3
Sheltering +34
Balance Skill +20
Vitality 45
Swim +20 and UWA
+3 Artifact Dexterity
30% Movement speed
+3 Artifact to all saves

Ferocrystal weapons from the feywild are typed as crystal, so can be great for an ooze/rusty beater on a character that doesn't have an easy alternative.
