This should be made by the Devs, at the very least as a means to better master their item creation and coding skills. In other words, this suggestion if taken does not even need to result in an item available to players for use.

Effect 1:
Competence bonus to skills: Determined after the stat you use for attack and damage are determined. For example, using wisdom for attack and damage will make this provide a competence bonus to wisdom skills. Most people would get a competence bonus to Strength skills, but this isn't all that bad either as a high Jump is always helpful too.
Effect 2:
Auto-heal function: This is determined by the highest of your healing amps. If your highest healing amp is repair, you get Greater auto repair, if your highest healing amp is negative, then you get greater boon of undeath, if the highest of your healing amps is positive, then you get Healer's Bounty.
Effect 3:
Spellpower converter: This effect will be based on the type of healing you have the highest healing amp for and whatever element you use for your weapon imbues and allow you to use the highest corresponding spellpower type for each interchangeably. For example, if you heal most from negative amplification and your weapon imbue is evil, this item will allow you to use the higher of evil or nullification spellpowers.
Effect 4:
Destined Accessory: this effect detects how many skill points you invested in your epic destiny trees and awards you an effect based on the skill tree you have the second most contributions in. Machrotechnic for example awards you Runarm DCs, Divine Crusader rewards you with insightful sheltering, Legendary Dreadnaught grants you unstoppable staggering blow, Fury of the wild grants you Raging inferno, Draconic Incarnation grants you an Alchemical bonus to universal spellpower, etc. Having equal contributions between two trees will just give you the Insightful sheltering benefit rather than two effects.
