About Razorclaw Shifter, why am i still doing 10 damage at lvl 25?

What does your inventory screen say your damage is? Are the first numbers yellow when you hit a monster? Which weapon do you have equipped?

+44 seems quite low, and hitting for 80 damage is understandably ungood.
Just with damage dice & mod you're hitting for ~58 before any melee power scaling.
You appear to be missing a lot of bonuses.
Like, if you were wearing heroic PotF, that set includes +6 deadly/+2 i.deadly, and adamantine knuckles are a +7 weapon, and you're taking the +2 hit/damage from racial, it means your STR mod is +27.
Just use quick cutter while you hunt out better gear

There is something about perfect 10s that make's 'em stand out.
As far as DPS goes, sounds like something weird. Shaman love fatigue, which will slow you down. Fighting lots of those? LOD has some DR -- did you log onto Lam by mistake?
5 levels of Epic melee power alone should see much better numbers.
What are your attribute stats and which enhancements and epic destinies did you choose?
Feels like your attribute progression is in one stat, but your to hit and to damage are in another.
Borderlands is filled with awesome level 21 gear. Should for sure check that out.
But hit up the Auction House and look for cheap gear with:
Strength (I assume)
Deadly
Seeker
Accuracy (because maybe you see a lot of grazing hits?)
Doublestrike
Armor piercing
And dont forget Constitution because your DPS is 0 when dead.
Also, are you raging when fighting ? Should keep rage up 100% of the time.
And as above, use Quick Cutter. You should be all over that epic destiny.

Something more than this generic post would probably be more beneficial for others to help try to solve the issue.

Don't feel bad, the devs have their favorites.
They in particular hate Druids.
Love anything resembling an elf.
Think that the best casters are ones who fight with melee weapons
Don't trust players to craft scrolls because it might break the game. (That is the job of the developers themselves.)
Treat cyber security as a passing fad.
Etc.
And it does not surprise me, your 10 hp damage at lvl 25 is the developers way of saying,
"What are you doing using handwraps ?? That was just a promotional stunt to sell the class.
Be like the mages out there and use a 2handed axe like a real barbarian."

Offhand hit chance: 96%
Hp: 2745 (3065)

Looks like your damage went up slightly - is the 1000-2000 fronts or is it strictly the quick cutter damage? You're going to need to provide some more info if you want more detailed help/suggestions.
For reference, I went into R1 Battle for Eveningstar on my first-life hardcore shifter wraps build (which is currently naked except wraps, and is not a barb split). My fronts were between 150-350 with quick cutter damage doing between 750-1300 on non-helpless mobs. Stat comparisons are:
34 STR (with rage and primal)
78 melee power
22% doublestrike
100% offhand hit chance
My numbers are way too close to yours given I am a first lifer, on a weaker build, and no gear on. Screenshots of gear, enhancements, feats, destinies, etc will be more helpful than strictly listing off stats.
