Not all of them, but a few could be changed to help casters at level cap.
* I don't have any issues, it's just an idea.

Metamagics, should really be a boost as a %, not a fixed amount. Fixed amounts are the very problem of scaling into epics and beyond. Heighten and Ennlarge have no issues, but all of them would scale much better in heroics and epics if it was a multiplied % of SP or duration.

Even more feat tax? Please no, only wizards have any chance of getting all they want 3 spell pen feats, 4 spell focus feats + quicken is already 8 and bare minimum of what caster needs.
Maximize - +150 universal spell power +5 per heroic level + 10 per epic level + 20 per legendary level.
Btw. i'm guessing temp spell power/ coming out of spellpoints is sarcasm, it would be so op :p

That is how it used to be, but it was changed to spellpower for balance purposes. Multipliers tend to get out of control.
Maximize was +100% damage and empower +50% damage. I cant recall if they stacked to +150% or if they both multiplied the damage.

good thing they fixed that...
no problems with x6 crit multipliers and 13-20 crit range
no problems with all those special attacks that add 30% or 50% or 100% damage AND +2 crit multiplier...

Not per base damage then add SP. Think of it more like scaling SP a certain %. Multiplicative of Spellpower is far less a boost than it was before. And even for those with huge amount of SP, it will not inflate some ungodly amount of damage. But what it will do is allow metamagics to be more relevant as you progress or even less powerful at lower levels, when spell casters just obliterate everything.

To elaborate....

Current Maximize provides +150% base damage (150SP) to all spells and SLAs and Empower and Intensify both provide +75% base damage (75SP) each.

Current Base Damage Profile for Fireball:
At Level 6, if you have a total of 200 Fire (+USP) Spell Power + Maximize (150) + Empower (75) added = 4.25x 39 (CL6) = 165 on non crits and no save.
At Level 36, if have a total of 1400 Fire (+USP) Spell Power + Maximize (150) + Empower (75) + Inttensify (75) added = 17x214.5 (CL33) = 3646.5 on non crits and no save.

Proposed Change to scaling SP as a % instead of a fixed amount:
At Level 6, if you have a total of 200 Fire (+USP) Spell Power + Maximize 50% boost Total Spell Power = +100, Empower 25% Spell Power = +50 added = 3.5x 39 (CL6) = 136.5 on non crits and no save.
At level 36, if you have a total of 1400 Fire (+USP) Spell Power + Maximize 50% boost to Total Spell Power = +700, Empower 25% boost = +350, +Intensify 25% Boost = +350 Spell Power = 28x214.5 (CL33) = 6006 on non crits and no save..

This about the damage increase casters would need to be relevant in DPS. And I am using a modest example for a Fire Sorc in comparisons above. I know some will be above and some below the SP example.

Heck even if you did not like the at 36 example above, you could consider elimaniting Intensify as a feat and still be ahead with one less feat tax.

At level 36, if you have a total of 1400 Fire (+USP) Spell Power + Maximize 50% boost to Total Spell Power = +700, Empower 25% boost = +350 = 24x214.5 (CL33) = 5148 on non crits and no save. I honestly would be more inclined to not take intensify for the difference in damage at least, if it was choice.
