Unfortunately, this is an old Bound-to-item cosmetic armor kit not one of the new Bound-to-Account Cosmetic Armor Glamors available in the store. Many, many old cosmetic armor kits were available in the store after MotU but were discontinued sometime after Shadowfell in favor of the new Cosmetic Armor Glamors that are used in the cosmetic slots of our inventory paper dolls. Turquoise Spiral is still available but only through Daily Dice and Glamerdust at Aelonwy Maelodic, Glammersmith and Designer in Eberron Hall of Heroes. Perhaps you can pivot to Turquoise Spiral if its the style and not necessarily the color that is most important. I have advocated for them to bring back many of these deprecated cosmetic designs and color varieties but so far we keep being told its not worth ($$) their time/effort.

While you cannot get identical armor to Jeets you can get close in-game, either with the Drow Hunter's Armor from Red Willow's Ruins : https://ddowiki.com/page/Item:Drow_Hunter's_Armor or with the Vulkoorim Fighting Leather from An Offering of Blood : https://ddowiki.com/page/Item:Vulkoorim_Fighting_Leathers. As you can see the base armors are not exactly what Jeets is wearing which appears to be an NPC-only base but the upper accessory layer with dagger-bandoleer and backpack is there. In addition the Drow Hunter's also has the thigh-straps. Epicsoul's suggestion is also close with the appropriate accessory layer and I believe the only store-bought cosmetic that has that layer.
