Sorry if asked before, but as Title states, are there any tools available to change sizing of UI elements? I want to change basically some things around for a minimalistic open screen.
Are there any tools out there to change UI sizing?

Thanks for that tidbit, was just trying to see if there was a way to get a minimalistic UI.. Default UI is a clutter.

UI upscaling is in the works right now, if unofficial comments by Tolero and Severlin are to be believed. You can find a link to this information below:
I will say something that catches me funny about this interaction was the fact that the term "finally starting" was used, when in 2023 Severlin said it was actively being worked on and members of other teams were being pulled from their projects to work on it. Subsequently SSG missed the original release window for Vecna Unleashed, possibly because of this, so I'm guessing either the upscaling was put on the back burner or scrapped altogether and is only now being continued or started from scratch.
Timeframe-wise UI upscaling doesn't appear to be coming this year, so as Rabidfox stated, there are workarounds you can employ for this until something official happens.

Pretty sure Blaster's comments are on target unfortunately. The only tools that can fix this are currently working on other things (which I kinda get).

LOTRO looks to have a 4K update getting released soon. I can only hope that this means we may see something coming our way... eventually...
