Augment: Crystallized Unicorn Tear bugged ?

I just bought an augment named Crystallized Unicorn Tear, which is supposed to grant temporary HP.

However, it NEVER worked a single time in my hours of play.

Is this augment simply bugged. Anyone used it?

Someone else reported it bugged (= does absolutely nothing) half a year ago, but I haven't had the time to personally test it.

I tried it on my tank long ago and punted it due to it "not working". However, my recollection is not that it was totally non-functional, but was simply ultra-rare on the proc (and v.tiny TMP boost .. I'm recalling about 120 HP, but I could be off a bit).

BTW, my tank is a dodge-tank, so it's not getting hit as often as a PRR tank. This could have factored into the low proc rate. Demonic Shield, OTH, works fine on my tank.

I tested this some time ago and found that it does proc, but does not appear in the buff bar so it looks like it never goes off. It would be nice if they could make the effect a buff so we could see it better.
