Baby Blue or Light Blue cloak.

Any thoughts ideas on a ligher shade of blue cloak? do they come on random cloaks?

Some non-lootgen cloaks that are light blue/baby blue are available but they have designs or second colors on them. As far as a single-color cloak without some kind of design, you're probably most likely looking for a lootgen one.
