Blown to bits "Warning Apparition"

I was doing 'blown to bits' quest on r1 and this has been an issue for a few years now.

You talk to the npc 'warning apparition" and if you bluff, diplomacy or use magic device and succeed or critical succeed he doesn't drop the barrier.

If you fail he does say you failed.

PS 'brute force' does work

I used to farm him because that cannith set used to be endgame gear when the cap was 20.
