EDIT: I have been informed by Sarola_Raiding that this is a known bug and requires logging out and logging back in to reset the properties. In my case I had to restart the client with the crafted items on the character to get the correct properties.
I took some time to correct some information in the OP as I was a little frustrated.
I believe I have encountered a serious bug affecting crafted items on the Live servers.
I have been a long-time crafter and maintain carefully constructed leveling gear sets at different minimum levels. In particular, I have crafted complete sets for Level 20 and Level 24 characters. Because these sets are intentionally built around specific minimum levels, I would not have mixed Level 20 and Level 24 crafting components or accidentally created these items at the wrong level. If I did I would have fixed them long ago.
While moving crafted equipment through my Shared Bank, I discovered that some of my Level 20 crafted items appear to have been partially transformed into Level 24 items.
Chilled 27 Ring of Protection +9
with a Topaz of Fire Resistance 30 slotted
and the additional Extra Slot affix was Insightful Heal +8.
I placed the item into my Shared Bank from my crafting mule.
When I subsequently removed it from the Shared Bank, the item had changed. It was now displaying properties consistent with a Level 24 crafted item[/B], including the changed minimum level, but it had also lost the Extra Slot affix.
Chilled 30 Ring of Protection +9
with a Topaz of Fire Resistance 30 slotted
This is particularly concerning because it isn't simply a Level 20 item being displayed incorrectly. The item's crafted properties appear to have been partially recalculated.
Hasty 11 Gloves of Deadly 9
with a Topaz of Acid Resistance 30 slotted.
After moving the gloves through the Shared Bank, the item became:
Hasty 12 Gloves of Deadly 9
with the Topaz of Acid Resistance 30 still present.
Again, the item appears to have retained some of its properties while changing others.
I know what these items were created as.
I specifically created Level 20 crafted equipment and Level 24 crafted equipment because they serve different purposes in my leveling and reincarnation gear sets.
What concerns me most is that the item isn't simply changing from one valid crafted state to another. It appears to be combining properties from different crafting levels.
In other words, I am seeing something that effectively looks like:
Level 20 Item + Level 24 recalculation = partially Level 24 item
while some of the original Level 20 properties disappear.
The Shared Bank appears to be the common factor in the examples I have encountered.
Observed sequence:
I would strongly recommend investigating how crafted item data is being serialized and reconstructed when an item is moved through the Shared Bank.

Example — Ring
The original item was:Chilled 27 Ring of Protection +9
with a Topaz of Fire Resistance 30 slotted
and the additional Extra Slot affix was Insightful Heal +8.
I placed the item into my Shared Bank from my crafting mule.
When I subsequently removed it from the Shared Bank, the item had changed. It was now displaying properties consistent with a Level 24 crafted item[/B], including the changed minimum level, but it had also lost the Extra Slot affix.

with a Topaz of Fire Resistance 30 slotted
This is particularly concerning because it isn't simply a Level 20 item being displayed incorrectly. The item's crafted properties appear to have been partially recalculated.
Another Example — Gloves
I also encountered the same general behavior with:Hasty 11 Gloves of Deadly 9
with a Topaz of Acid Resistance 30 slotted.
After moving the gloves through the Shared Bank, the item became:
Hasty 12 Gloves of Deadly 9
with the Topaz of Acid Resistance 30 still present.
Again, the item appears to have retained some of its properties while changing others.
Why This Matters
I have been crafting for a very long time and deliberately maintain gear sets for different levels. These aren't random items that I picked up and forgot about.I know what these items were created as.
I specifically created Level 20 crafted equipment and Level 24 crafted equipment because they serve different purposes in my leveling and reincarnation gear sets.
What concerns me most is that the item isn't simply changing from one valid crafted state to another. It appears to be combining properties from different crafting levels.

while some of the original Level 20 properties disappear.
The Shared Bank appears to be the common factor in the examples I have encountered.
Observed sequence:
This is occurring on the Live servers.Level 20 Crafted Item
↓
Place in Shared Bank
↓
Remove from Shared Bank
↓
Item becomes partially Level 24
↓
Some original crafted properties, including the Extra Slot, are lost
I would strongly recommend investigating how crafted item data is being serialized and reconstructed when an item is moved through the Shared Bank.
