Bug in Dragonborn racial tree breath weapon DC?

I just noticed that my black dragonborn sorc (lvl 16) has weirdly low DC in his racial tree breath weapon. The description says the DC should be "10 + CHA mod + Conjuration bonuses + Breath Weapon bonuses".

His CHA mod is +10
He gets +12 to Conj mod (goggles: +4 equipment, +2 insightful ; +1 Earth Savant capstone ; +3 Dragonborn racial tree capstone ; +2 from Conjur. Focus feats)
+3 to Breath weapon bonuses from the Dragonborn racial tree. All of the above is correctly listed in the character sheet details tab.

So his DC should be 10+10+12+3 = 35
yet the DC shown on tooltip is 26, and sure enough, it gets resisted a lot in lvl 16-17 Hard difficulty content so I'm guessing it's not just a tooltip display bug. -9 in AoE skill DC hurts :(

Thank you very much for the response! I didn't know whether this was a new bug or already known one, but since I happened to log on my DB sorc, I decided to mention it here.

Sounds like you found the bug, was it just dragon breath specifically not adding in something, or is it something more universal that's popping up in other DC calculations as well?
