Has anyone had recent trouble dragging sigils into the shield frame for Necro 4? They don't seem to want to drop in the frame anymore... I've tried logging out, destroying the frame and getting another, abandoning the "quest" and getting a fresh one as well. Its been a few years since I had to do it, but found a youtube video showing the process is exactly what I am trying...

As implied by Phoenicis, make sure you're dragging the parts into the correct frame. Remember, in the Orchard, you can get a frame for Sigil piece, a frame for Shield pieces, and a frame for Tome pieces. To answer your base question, I have not had any issues dragging parts to the correct frames in the last couple of weeks.
