Cannot Abandon/Reset "What Goes Up"

No amount of abandoning / talking to Kara Patwin / talking to Sherrod Starym seems to fix my situation. Sherrod says Kara should have a Repair option, but Kara does not have a Repair option. I've tried abandoning the arc quest and picking it back up, I've tried re-doing the first quest in the arc, and nothing.

I've had this before, but only when using the epic arc quest giver.

You might need to just need to let it go and wait until you TR, or try using the heroic arc giver and running through the quests on heroic.
