Is 32 the highest ML shard that can be crafted?

yes, legendary ;level is just getting started and will incorporate over time but at the moment yes its the cap for Cannith crafting

I logged in my crafter to verify and yes, 32 is the highest ML shard that can be crafted. SSG staff have posted that at some time in the future whey will update Cannith Crafting to match the higher character levels in the game but have given no definitive schedule.

It's cap for shards, not for crafted items. You can get ML33/34 stat/effects with lucky Masterworks Curse.
