Cannot find 4+ minimum level shard

So this is my first time using crafting device in this game, despite many hours off playing

So, i cant find any level 4 and above "minimum level shard" i want to craft, are you need to increase the carfting level to get it?

Im still lvl 1, because. . .well i just hop in to the crafting mechanic

my guess is once you hiy lv 40 crafting it will show it. you can just type in lv 40 and see it

You have to level up your crafting to see higher level craftable items. See the minimum level shards section of the link below.

yes up to 32 last i tried

The crafting devices default to show only shards you can possibly craft. If you have a 0% chance to craft something, it will not show up unless you change the level range.

Also worth nothing that even if you get enough crafting levels for the mininum level + shard, you might not have enough for the particular effects you want on it, those need crafting levels too. You don't have to push all the way to 400 if you only craft for yourself (bound to account), I believe the highest level shard is the level 32 minimum level that takes 320.
