clarification on prepurchase end date for expansion

Is the end of the prepurchase date the 16th? Or earlier? It seems like up to the 15th prepurchase is discounted?

There is not a discount associated with pre-purchasing the expansion versus purchasing it when the expansion is live. The expansion will be available to purchase long-term.

My friend bought the prepurchase but it wasn't clear what, if anything, was benefitted by doing so.

They get instance access to the bonus items which are available now.

That includes the new Monster Manual, the new Epic Destinty (including 3 free fate points), and anything else not marked with an asterisk in the list.

Important to note is that items are acquired from the Dragonborn NPC opposite the entrance to the University in Sharn; I do wish there was more in-game messaging around this, such as:

Getting a letter thanking you for your purchase, and an item is attached which puts you on a quest/campaign objective leading you to the NPC.

Also, when you buy the ultimate fan bundle, you get sent a receipt for three months of sub time rather than the fan bundle. My head nearly exploded when I got that receipt, but I had access to everything I was supposed to have when I logged.

It happened to me and I was purchasing just the standard edition. Maybe it happens sometimes to those that have the 3 month sub as well? I don't know but I put in a ticket.

Since my ticket on help.standingstone games did not yet get any attention...
I had the same thing happening to me.
Bought Vecna Ultimate Fan bundle, got a confirmation mail for 12 month subscription.
At myaccount.standingstone it lists my subscription which I can not cancel (error when I try), in game I have VIP status and in the DDO Market I have a purchase success confirmation for Vecna. No Vecna ingame and unable to buy another one because this account already has one.
