Every other Ability Score has a "x to hit and damage". Dwarf tree does give the Con to damage, but not hit. What a nice QoL change that'll be sometime

The idea is that rather than current melee DPS (~110-140 strength, 70-100 con), you'd go pure con, and end up with ~20-40 extra con, netting a ton of extra HP. Are they afraid characters would be walking around with 100+ con and all other stats in the teens? Maybe a tank would be slightly less of a slog to level? I'm trying to imagine the power build that dominates all other power builds that would result from con to hit, but there really isn't one the way things are set up now days.
Hitting 110 long-buffed Con is pretty reasonable for an invested tank, which is around the unbuffed Str range.
