Iv never had to target myself, and Iv at least never noticed the buff not work when it should.

It does seem to work a bit more reliably when targeting the self. I also see it both working and not working when not targeting the self.

Lesser Draconic Burst max caster level is not being raised by the 5th and 6th core properly. Perhaps the 2 cores are not meant to stack?

It has a base MCL of 10. The 5th core (Way of the Mighty Dragon III) is supposed to add +5. The 6th core (Dragon Apothesis) is supposed to add +10 to MCL of Lesser Draconic Burst and Draconic Burst. This should push Lesser Draconic Burst to MCL 25, but it remains 20 MCL.

Not seeing this in the patch notes (considering Steelstar said he couldn't replicate it), could you check if it's fixed for you?

Unfortunately not anymore. I finished my 3 Dragon Disciple lives and moved on.
