crafting shards should be available

So I spend all this time to acquire craftable blanks with augment slots needed for what I want to build. But I can not craft those items because: level 1 Shards that should be available are not not showing up to craft at all. Namely these shards: blindness (immunity), true sight, lesser arcane spell dexterity, underwater action. These are all low level crafting shards. They show up to bond to the items, options, which tells me they should be available to craft.

Just checked ingame with one character (lvl 137 crafting, search phrase "water"): the underwater action shard is there.

I just checked in the crafting hall on my airship and Underwater Action is a level 1 bound shard. Note, Underwater, 1 word not 2.

Only Ghost Touch is craftable.

On my cell phone CC version, Ghost touch on a weapon is level 250 (!!!). No ghostly or ethereal craftable.

There are better options than CC here honestly; some augments and easy gearing come to mind but do not want to derail.
