Dark Hunter Bleed the Weak imbue damage isn't scaling with melee power

I recently tried splashing a level of Dark Hunter instead of Rogue thinking that the Bleed imbue might be more generally effective than Poison. However, Bleed the Weak doesn't seem to be scaling with melee power.

To test this I grabbed a plain Attuned Bone Falchion, took off all other gear, reset all extra imbue dice, and attacked the Magefire Cannon in our airship with a standing melee power of 168. This should result in a damage range from 2 to 32. Instead I only ever see values from 1-12. Putting on an item with one of the +1 imbue die augments I was then seeing a range of 4-22 (realistically it's probably 2-24 I just wasn't lucky enough to see them within a couple of minutes of auto-attacking). Picking up a +1 Imbue enhancement showed a range of 8-30.

I also saw a post here discussing how it also doesn't scale with ranged power. I also bug reported this in-game.
