They may be waiting until the cap is raised before they do a Legendary XP bonus.

It does not. Only bonuses that affect the stones of experience are:
1) XP pots
2) guild ship buff
3) voice/masters gift
4) VIP - when the VIP bonus is on, that bumps the amount of xp received from the stones

Do you expect anything different from this company? There is never any smart decisions being made, especially when it comes to things like this, or optimizing profits.

It's not even about it being a smart (financial) decision; it's literally advertising that heroic and epic XP is increased this weekend, selling (for not insignificant amounts) items that directly give you heroic or epic experience and then not applying the advertised bonus to the sold product - and not putting anything in the advertisement of either that the bonus XP doesn't apply.

While mechanics on xp interactions with Otto boxes could be more straight and full (especially given price of this product), i dont see evil in selling them during xp bonus. More so, If you are planning to power level, xp bonus will come handy to hit cap quicker anyway.

I don't see evil in selling them during the XP bonus. I just think it's an interesting choice to put a limited time product (admittedly, moderately frequently) into the store with the primary benefit being a stone of Heroic or Epic experience, then later that week advertising a bonus to Heroic/Epic experience without any disclaimer that the product they are selling for real cash doesn't work with it and instead relying on the player base to watch out for/inform other potential buyers to make informed decisions. This wasn't a "group size" bonus or a "questing" bonus, it was literally advertised as "DDO Bonus Days bring you +20% Heroic and Epic XP". And just my two cents, but I think a reasonable potential buyer would believe that an advertised 20% bonus to Heroic and Epic XP would apply to a stones of Heroic or Epic XP.
