Do I need two weapon fighting if i use 2 weapons in wolf mode?

Or it isnt necessary?

Does big small weapon still apply?

Or can I use 2 scimitars?

Main hand provides the hits & damage, I believe that offhand does not have on hit procs but does provide passive bonuses if you wear it.

So its better to put a shield or orb there?
2handed for damage dealing & if you're single class there are some solid quarterstaffs available, especially boosted via shilleleigh & even more if you have the 3rd season's herald core enhancement, you'll want to take the swords to plowshares feat though. If you want some more defensive ability you can go for a shield, but will have less dps output. The Dethek Runestone shield from fire on thunder peak is a solid choice though in higher epics & legendary as it has the stone paws enchantment which gives +2W to weapon damage, helping to make up the difference in DPS & it's other benefits are pretty tasty.
For orbs & shields watch out for the material type, it can't be metal - though if you have the shadow imbue (or possibly confront any foe from divine crusader) that'll switch the material to force (or light) so it'll make them okay, but you'll likely need to unequip and reequip it to make it perform the check for breaking druidic oath again.

I'm blight wolf, so I use blight tree and wolf tree, cant squeeze in a 3rd tree.

Does the imbue work for rune arms?
