Does DDO allow for mods like how LotR does?

If so does anyone have a kit built to help modders yet? I may have some sparetime coming up between projects and was going to try if is available, I have C+, Lua, GDscript, Python, and a few others available. I have a full workstation setup for animation , 3d Design. Currenty playing with GoDot, Unity, Pygame, etc.
HMu if there is anything out there for modding tools or if we even able to really do much beside retex UI
