Regarding "Legendary Experimental Rocket Boots (Minor Artifact Boots) are now properly Bound to Character", what happens to those that are sitting in the Shared Bank?

The artwork on the cards would be awesome to apply on gear (cloaks, chest pieces, shields).

That will probably be fine based on past instances. For people that have those in a loot bank character will be sad because it will be stuck there.

The Dragon's hand.
The God of artifacts (Monte Hall) decided to clean out the vault of left over artifacts and
give them to DRAGONS. Oh look at the mess it will cause.

This change is a terrible idea; many people don't read the patch notes beforehand. I expect a lot of people to be upset because the item will be stuck on mules and the wrong characters.

And what's the point anyway? It's not like it's unbalanced, or that it was the first bta artifact.

Or if not, could be clearer if new examples drop as BtC but old ones stay as they were?

Not like we don't already have other items that can be either BtC or BtA, depending on where and how you get them.

That is the problem here, everyone is surprised and thrilled when the Devs fix some bugs.
HELLO
That should not be a surprise, it should be the weekly norm.
It should be a footnote.
100% agree, issues should not be decades old, years old, months old.....Weeks at the most.
The Lack of Concern virus runs rampant in that office and has infected the entire crew.... but the problem is not them, it's us, we just dont understand the complexities of making a video game, bla bla bla.
Sad part is that if they would just open source the 20yo software, there are a heck of a lot of people that play and love this game that would fix 90% of the issues for them for free..... but the whole world is out to steal their intellectual property and deprive them of millions of dollars in income and so they would rather shutdown....... or maybe the players would fix it so fast that SSG would have a hard time explaining how the players did in 6 months during their spare time, what SSG couldn't do in 6 years working full time

I don't expect that this can be viable any time soon. Just too many cross-licensing things involved... remember, this thing is known to involve in addition to SSG / Daybreak and Turbine, either licensed code, significant (probably dynamic/scripted/functional so who knows how deeply embedded) content, or possibly other commitments with at least such corporate entities as WOTC, Warner, Atari (there was a lawsuit, it was settled, terms aren't public), Intel and Microsoft (via Havok), EA (via Codemasters), and... that's just the easy to find names.
