Did they not add the new npc in the hall of heroes? the one that gives the 1k sent xp item?

That is because the update was not pushed out on Wednesday. When they actually patch things up, we should see the new NPC.

There was. It was part of the patch notes... but that patch didn't happen (they pulled doing the update last minute) so no vendor for that gem yet.
