Leaning towards the later.
Sounds like a DDO time frame, or any promises they make. Promised VIP would never pay for new content. Now that's all we do, it's all we get, that and content nearly 15 years old. We STILL don't get ANY Eveningstar based content for our sub, and it's over a decade old.

Shocking, we still won't get to play today. Unless I want to play toons I haven't played anywhere from a month to a year.

SSG doesn't do it's players any favors, even if you're paying them.
Untrue, Extensions have happened, as have experience boosts and other bonuses. Why I even remember a big experience boost being extended by weeks due to the servers being down for a weekend. The last Crystal Cove returned via player request. There have been lots of favors over the years.

Crumbs bro, freaking crumbs. Sorry, being a VIP is a bitter experience here. We get barely more than Free players get these days, and, actually, if we want to stay at all relevant with our builds, we're in exactly the same boat, because we haven't gotten new content as part of our sub in over 15 years. I stopped playing right when MoTU was the first major update, and that wasn't free for VIP.

And nothing has changed. We don't even get every race or class for our sub, or at least a goddamned discount on new content.

While I agree VIP has been horribly devalued. We HAVE gotten New Races, New classes, New Archetypes that f2p players have to purchase. We get all the new content drops except for Expansions, But, Thats a standard industry practice: In many games Subscriptions did not include Expansions, the Sub was always just for the base game. The biggest Benefit is the Experience boost, but the VIP rewards system is more insulting than it is beneficial. The VIP rewards system is the Crumbs.

Last Year VIPS got:
Eladrin
Wild Mage
Fall of the Night Brigade Adventure Pack
Slice of Life Adventure Pack
DragonLord (Purchase Required if non VIP and missed giveaway)

Our other releases last year was 1 f2p quest (Catastrophy) A revamp of a small assortment of quests. Magic of Myth Drannor (Expansion, so not included in VIP) & Cormyr. While Cormyr was made available to everyone in Janurary...it was a VIP benefit Last year.

So their excuse is by calling content an expansion they can justify making us pay for it? And they still make us pay for new enhancement trees, artificer isn't included, and Warforged are still not included.

And base game? That's what Free players get.

So, Artificer and war forged are technically free for everyone. Warforged IS included in VIP per the wiki. Artificer can be earned in game and thus is completely free to play. Even if you don't have VIP Warforged is 400 favor points to unlock per server....which is doable by level 5. It's really not a burden, and Artificer can easily be obtained for a second life by going to cap and running heroics...also not a burden. VIPS get access to all enhancement trees that are not tied directly into an expansion (Inquisitive, and Vistani Knife fighter) which is essentially free to earn in game with those expansions, just by playing those expansions and collecting the favor reward. I will concede however that Falconry should be given to VIPS, technically its 0 cost, but man is it a pain to earn.

Your only real complaint is that you want expansions for free. However, Adventure packs tend to be 3-4 quests at most, yet expansions are often 10+ quests + and explorer zone + a raid. Would you prefer them to stop with expansions entirely and instead of 10+ quests in one go instead just have 2 additional adventure packs? Seems like a net negative. Adding 10 quests + Items, An explorer zone + items, A raid + items (for Full expansions) and having those items be useful and relevant IS a lot of work. Half-Expansions are at a reduced cost but also end up adding a lot of quests & items. Its standard practice in MMO's to offer expansions in addition to a sub. Its bottom of the barrel MMOs that tend to offer stuff for free, and then its usually just one or two updates in a years time...whereas we get 4-5 updates + an expansion.
