I just figured it out. DDO has an algorithm that determines the most powerful players in the game. For these select few it has installed a log-in blocker to allow weaker players to have a head start. You will be allowed to log-in according to your power score with the most powerful, me, being allowed to log-in last. Good luck to one and all, I'll still catch you!

Literally same computer and location allowing one but not the other. Maybe this is to allow players with more history to grab names? Makes no sense otherwise.
