You're correct, but... see below.
Last I checked, ROF hard-cap could be reached with whirling wrists & zero alacrity.
Yea, i have same experience... at least, delta 86/89 in some test can be just explained by observation/measurement error.
Wind stance adds it's melee alacrity to the front-side bonus (on the character panel) and does not stack with melee alacrity from gear,
Yea, and it not stack with gear because same name and same Enhancement bonus type.
but it's ranged alacrity adds to the detail ranged panel and stacks with whirling.
And here is some catch - it have same bonus type, but another name - not Ranged, but Throwing Alacrity, and this two fully stacks. My shuri-monk have 51% displayed Throwing Speed without Wind stance and 66% - with.
Anyway, another broken tooltip -- thanks for catching it here. DDO is nuttier than a barrel of squirrels.
It's hard to disagree with that. 8)

hmm what makes me think something like shuriken experties no longer stacks... and/or double shot bonuses no longer stack.... will be included in upcomming 67/68/69 release notes.....

I got 43s on my arti. a little bit of caveat -- fairly fresh 30 I lack a lot of augments but most important stuff is in there, also wasn´t using runearm-shot. (result was around what I´d expected since it isn´t mega arti friendly. arti-dps test) ** EDIT 60S NON-fatesinger. 43s. w fatesinger.

also.. crushed my old inq´s time, that was 43s, after making a few optimisations. will post vid later on.

Alright for funsies (do not recommend this build at home) although it actually works very well, probably worse for R10 better for mid skulls and raids. I went all out Wizard DPS build (below) just to see how much I could push it.

R4 Scorpion

I dropped 2 pieces of Grave and added in Frozen Wanderer. I swapped out Primal for Shadowdancer for cooldown. Added in way more helpless damage. Gave up instant killing DCs.

Max wiz dps is tiefling to break fire immunity and dripping with magma +500 damage/cast procs that scale with fire spell power only on fire spells, only casting fire spells.

Feel free to post a time. Wizards have long cooldowns. What fire spells are you casting for a minute straight?

(Edit) in your case I would need to see the video.

(Edit2) I also did not claim uberz max possible DPS, I literally had a DG Wizard at cap and for fun wanted to see how much time I could shave off the DC version of it.

Better no. Because every time Tilo post such video and builds, devs see it and nerf-from-orbit it soon. 8)

I've run with Tilo a few times - trust me, he's a good caster... when roll caster.

Make them nerf his ender Killing team mates next then please :D
Ran with him one quest died to it and avoiding him since then xd

It could be worse, it could be real D&D where the fighter charges into the middle of a group of mobs, and the wild mage gets the brilliant idea to toss a fireball on top of him.

Besides lantern rings and warlock tentacles+addon effects (I think colors proccing original prismatic beam that bypassed deathblock) have been killing players for a decade. You don't see any "no warlocks" or "no light casters."
