Eerie Aim: You gain +5% Dodge Bypass, +5% Deflection Bypass, and +10 to Attack. (ML21)
Legendary Aim: While using a Ranged Weapon, +10 to Attack, +5% Dodge bypass. (ML31)
So very similar, they do stack. I do find it a bit funny that the ML21 one is better.
If you're an uber tricked out fully geared and past lived monster perhaps you can skip one or even both. If not, to-hit is fairly important, the days of everyone hitting on a 2 are gone.

In lvl 21-29 content how many mobs have deflection?I think Eerie Aim and Legendary Aim are correctly positioned. Ideally you have systems where additional power is incremental and less than earlier boosts. This is because power creep then becomes incremental and not explosive. Explosive power creep is the worst thing about DDO's systems.

Deflection Bypass = or includes Arrow Deflection bypass. Are there any other ways right now to get Deflection Bypass? So frustrating to see Deflection rather than damage when shooting at Skeletons. Skeletons in Closet when not engaged by a Melee. Yep, and that's a good thing, there's a lot more choices than there used to be.
The existing Heroic Feats might have trouble being updated because they are sourced from the actual 3.5 material. I am unsure how much freedom the Devs have in being allowed to change them, because certain Feats as they are traps for players if they don't know what works or not in DDO and updating them certainly would be a plus.Its a shame they dont go through the 80% of Heroic feats which no-one would ever seriously take. Even if all the skill feats were doubled would people want them?
