sometimes when flight of kings is used it does not grant the extra movement speed

I'm doing a dragonlord atm and have found this. Honestly its more often than not that the boost of speed doesn't kick in. Like more than 3/4 of the time.

So I had just gotten it this life and was running Ravenloft last night when I noticed it. Just logged in to test it in public areas and jumped in a few quests. Results are its far fewer than I thought. But then I thought wait I remember not getting it like 3 or 4 times in a row. So I did a bit more testing and found that when you change areas its more prone to not buff you, sometimes the first 2-3 times. Which makes sense cause I noticed it most running castle ravenloft. I tested this just in town using the teleporter and going to different houses. The worst I got was 4x in a row without the buff.

It also happens to miss randomly as well but that was the only way I found to get misses reliably... maybe there's other conditions that worsen whatever the problem is.

Ok so I just ran Diplomatic impunity. I used my Death Ward clicky to give me a seven minute timer to see how many times it procs in that seven minutes.

Seven times it procc'd and I was trying to hit it every time it was off cooldown sometimes even when I was fighting. So yeah roughly 1 in 4 times but it seemed like less because 4 of those came in the last 2 minutes. For the great majority of the quest it didn't proc.
